Cloudflare will usually reply to DNS queries corresponding to the first account which adds the domain or the current active account’s until the registrar’s nameservers change.

The solution in this case would be to contact support and ask for help demonstrating ownership of the domain by other means to prevent possible disruptions during the transfer.

The reason for this is:

Cloudflare nameservers are virtual constructs. You could query any Cloudflare nameserver for example.com and receive a response. When a domain is signed up for Cloudflare, but not yet validated by changing the nameservers to match/ Cloudflare verifying that change we will still answer DNS queries for a zone (with the true origin IP). If we didn’t do this then we would have the following issues:

Customers could not test to make sure Cloudflare was returning the correct responses before changing their nameservers (I know they are/would, but plenty of customers insist on verifying first).

There would be a gap between the time a NS was changed at the registrar and Cloudflare verified the change where DNS would be completely unavailable for a zone.
