Tennessee – Tennessee also has a very restrictive set of rules about lock picks. In an effort to decrease the amount of locksmith fraud crimes, their laws about picks and the like, have become very broad. They also include a new favorite word of mine, “recombinating” (Tennessee Code Annotated, Title 4, Chapter 29 and Title 62 (4) – (8)). But the law states in section 5- (g) of the same title and chapter that, (g) “No person who is not licensed under this act shall possess, use, sell, or offer to sell any code book, lock picking tool, manipulation key, try-out key, safe opening tool, or car opening tool. (h) No person shall sell, offer to sell, or give to any person not licensed under this act any code book, lock picking tool, manipulation key, try-out key, safe opening tool, or car opening tool.” That makes Tennessee the most restrictive state, in regards to lock pick ownership.
